The employees who has high pay before the 6th cpc are drawing less pay, when compared with the exployees passed the exams after 01-01-2006, actually, their pay is much less before 6th CPC. This is a great anomaly in the pay fixation of Income-tax Inspectors. Min of Finance vide OM F.No.1/1/2008-IC dtd 13 Nov 2009 granted revised pay structure of GP Rs.4600 to the posts that existed in the pre-revised scale of Rs.6500-10500, which were granted normal replacement scale corresponding to GP Rs.4200/- in PB2 wef 1.1.2006. Considering this OM, the Field and Non-Secretariat formations like National Informatics Centre, NCMC, EPFO, PRASAR BHARATI and Bhabha Atomic Research Centre (a Scientific R&D Orgn under Dept of Atomic Energy) have granted the revised GP of Rs.4600 to their Staff within the purview of respective Director Generals in consultation with their Financial Advisers.<br />4. Even CSS/CSSS have been granted the revised pay structure to their Assts/PAs vide OM dtd 16 Nov 2009. Attention is drawn to Para(4) of OM dtd 16 Nov 2009 which states that ”While considering the case of granting upgraded pay of Rs.4600 to Assistants / PAs in the Central Sectt, it is noted that 6CPC had recommended parity in terms of hierarchical structure of Office Staff in Field and Secretariat offices upto the level of Assistants and this recommendation has been accepted by the Government. However, one of the reasons due to which Assistants of Central Sectt are being granted GP of Rs.4600 is the fact that there is an element of direct recruitment to the post and that too, through an all India competitive Examination.”<br />4a. The benefit has been extended to PA/Asst of CSSS/CSS with a condition / reason mentioned as element of direct recruitment vide a separate OM dtd 16 Nov 2009 which is a normal practice for this Cadre. <br />4b. It is evident from the above the intention is only to maintain parity with Field Offices, who have been granted the GP of Rs.4600 vide OM dtd 13 Nov 2009. Otherwise, Asst/PAs of Central Sectt have already been granted the pre-revised scale of Rs.6500 wef 25 Sep 2006. In addition, the National Anamoloy Committee during its 2nd meeting held on 27 Mar 2010 had confirmed that the incumbants in the pre-revised scale of Rs.6500 have been granted GP of Rs.4600.<br />5. It may please be noted that 6CPC had recommended parity was Unconditional in terms of hierarchical structure of Office Staff in Field and Secretariat Offices upto the level of Assistants and this recommendation has been accepted by the Government. <br />6. The delay in implementing the revised pay structure to the Personal Cadre at Field Formations, is raising doubts in the minds of the cadre and making them to get demotivated. <br />7. It is intimated that generally the Government issues orders regarding modification in pay scales of government servants. In the present case, Dept of Expenditure has already issued an OM on the subject of grant of revised pay structure of GP Rs.4600 in the Payband PB2 and does not seem to be any need to issue another order on the same subject. Internal Instructions by respective Administrative Ministries / Departments will be issued accordingly.
